Astronomers have discovered phosphine, a gas generate by living things like microbes on Earth, in the atmosphere of Venus.

It’s an interesting question and if it’s true, it indicates that life might be a lot more common than previously thought. The presence of intelligent  life is a different matter....

On the surface, yes. Any “proposals” to habitate Venus are in the clouds, floating cities and the like in the habitable zone.
